In the last two decades, Brazil has become an increasingly influential exporter in several agricultural markets. 1992 to 2002, Brazilian net exports of soybeans, corn and cotton, provide, a good contribution to economy of the country.
Brazil’s growing importance in agricultural trade has drawn the attention of researchers, government officials, and farmers around the globe who are wondering how future trade flows and prices will be impacted by developments in Brazilian agriculture.
One of the interesting dynamics driving the growth in Brazil’s agricultural sector is the mixture of government and private investment. The Brazilian government has established a broad range of institution, universities and government programs designed to support the production of new varieties, development and modernization of agricultural production.
But, universities in Brazil are having a lot of problems, such as, cuts in funding and budget, because of the bureaucratization of the requirements of render accounts and competition in the raising of features in the investment funds, which affects direct and indirect the research and scientific - technology development.
Many problems have changed the balance of the institutions that prevent the progress of plant breeding in Brazil, for example: (A) infrastructure inadequate for the current scenario, (B) professional management limited, (C) indisposition of the university work only as support for commercial programs, (D) default of technical team to monitor the agribusiness throughout the production until the final, (E) few technical team to negotiate the technological products, (F) the teachers are optimizing efforts to teach in graduate and pos-graduate courses (obligations) to, subsequent, make research (professional interest).
Some possible solutions are: (A) creation of infrastructure parallel, such as, technology parks, incubator companies, intellectual property nucleus, etc. (B) increase support for the researcher incubate businesses and create your own business, (C) incubate and seek partners in the administration and other related areas, (D) flexibility of the contract, (E) the entrepreneurial culture should be established, (F) the qualified people has to be employed in association with private companies, (G) use the assistance of specialized firms (H) promote integration with the scientific journalism, creating specialized magazines and websites.
The research, cannot stop, because the development of cultivars, whose activity is one of the most important Brazilian agricultural research, has great social and economic returns for clients of public and private sectors.
